The National Markets and Competition Commission (CNMC) has released a detailed report aimed at improving the resilience of the Spanish electricity system. This document comes almost a year after the widespread blackout which affected the Iberian Peninsula on April 28, 2025, affecting millions of people and paralyzing rail transport for several hours. The regulatory body avoids assigning specific responsibilities, preferring to focus on concrete proposals to strengthen critical infrastructure.
According to CNMC analyses, the normative and technical tools necessary to prevent such an event were already in place at the time. However, gaps in coordination between the different players in the sector have been identified as an aggravating factor. The report highlights in particular the delays in communication between Red Eléctrica de España (REE) and Adif, the railway infrastructure manager, which contributed to prolonging the disruptions.
The recommendations cover several key areas, including the energy, telecommunications and transport sectors. For the electrical system, the CNMC insists on the need to modernize the networks in order to better manage sudden voltage variations. Improvements are also recommended for the contingency plans of railway operators such as Renfe, Ouigo and Iryo, so that they can react more effectively in the event of a serious failure.
The April 2025 incident had significant consequences on daily life and the economy. Nearly 1.4 million passengers were impacted, with nearly 1,900 trains grounded between April 28 and 29. These figures illustrate the importance of a rapid and coordinated response in crisis situations, an aspect that the CNMC report seeks to optimize for the future.
Beyond the technical aspects, the publication of this report takes place in a context of accelerated energy transition in Europe. Spain, like other countries, must adapt its infrastructure to the increasing share of renewable energy, which can introduce new vulnerabilities. The CNMC therefore calls for a holistic approach, integrating environmental and economic considerations into securing the network.
The CNMC's proposals will now have to be examined by the competent authorities and the industrial players concerned. If adopted, they could lead to substantial investments in network modernization, with potential implications on prices for consumers. This approach is part of a broader desire to prevent systemic risks in a world increasingly dependent on electricity.
At the same time, the CNMC continues to evaluate the performance of the various operators involved in the 2025 incident. This regular monitoring aims to ensure that the lessons learned from this event translate into lasting improvements, thereby reducing the likelihood of a repeat. Transparency and collaboration between stakeholders are presented as essential elements to achieve this objective.
The publication of this report marks an important step in thinking about energy security in Spain. By favoring practical recommendations rather than a search for responsibilities, the CNMC hopes to facilitate the implementation of necessary reforms. The effectiveness of these measures will depend on their rapid adoption and their integration into public policies and industrial strategies.
