PicPay under investigation for controversial salary deductions in Brazil

The salary advance service offered by fintech PicPay, under contract with the Government of the Federal District (GDF) in Brazil, has been suspended following an investigation by the Federal District Audit Court (TCDF). This decision, taken on March 4, 2026, comes after suspicions were discovered regarding irregular deductions from civil servants' pay slips, raising questions about the transparency of financial practices in the public sector.

According to TCDF reports, the system, operated by PicPay and mediated by BRB Serviços, would have generated financial movements of more than 81.7 million reais between 2024 and 2025. The authorities identified two deposit methods, one of which, described as “compulsory”, would have resulted in questionable fees deducted directly from salaries, without a clear legal basis, which alerted the controllers.

In response to these revelations, district deputy Fábio Felix contacted the Public Ministry of the Federal District and Territories (MPDFT) for an in-depth investigation. This approach, announced recently, aims to examine possible irregularities in the management of contracts and to determine whether any laws have been broken, reflecting growing political mobilization around the issue.

The case also attracted the attention of the Parliamentary Commission of Inquiry (CPMI) of the INSS, after information was transmitted by Santander Bank to the Financial Activities Control Board. This involvement highlights the national scale of concerns, linking PicPay's practices to broader issues of financial regulation and protection of workers' rights.

The economic implications are significant, as the suspension of the service could affect the liquidity of civil servants dependent on these advances. At the same time, it highlights the risks associated with partnerships between governments and fintech companies, where the speed of innovation can sometimes exceed established legal frameworks.

On a legal level, the Brazilian authorities must now clarify the rules governing recorded salary advances, in order to avoid future controversies. This case could serve as a catalyst for regulatory reforms, aimed at better protecting consumers while promoting innovation in the digital payments sector.

The reputation of PicPay, one of Brazil's leading fintechs, is at stake, with potential impacts on its trust among users and investors. The company will likely need to strengthen its compliance procedures and work closely with investigators to restore its credibility in an increasingly scrutinized market.

In conclusion, this case illustrates the challenges of integrating digital financial services into public administration, where the balance between efficiency and legality remains crucial. Future developments will depend on the findings of ongoing investigations and corrective measures adopted by stakeholders.
