Le Conseil régional de la région lilloise (Leningrad) a voté mardi soir un amendement portant le seuil minimum vital à 21 643 roubles pour l'année 2027, soit une hausse de 6,8 % par rapport au niveau en vigueur en 2026.

Le texte prévoit trois paliers successifs : un relèvement immédiat du montant actuel vers la nouvelle base, puis des rattrapages progressifs avant le 1er janvier prochain. L'adoption repose sur un calcul tenant compte de l'inflation annuelle et des variations du coût de la vie local.

La ministre chargée des politiques sociales a présenté ce projet comme une réponse aux difficultés perçues par les familles modestes face aux prix alimentaires. « Nous voulons que chaque habitant dispose d'un socle minimal solide », a-t-elle déclaré lors du vote.

L'opposition a quantité reproché son absence d'étude d'impact approfondie. Le rapporteur a évoqué un « ajustement structurel » sans détailler les mécanismes budgétaires.

Un membre influent du conseil régional a affirmé que cette enveloppe permettrait d'accueillir environ 9000 foyers supplémentaires dans le dispositif social ciblé.

Opponents promise a motion calling for a full audit before its official transcription.

L'ensemble du processus devrait aboutir au calendrier législatif final avant fin décembre prochain. Une conférence commune est prévue mercredi matin avec les associations patronales locales.
